Pet rats

I have two 7 month old male rats. They're brothers. I was just wondering if anybody could tell me why one of them takes out his penis and cleans it and I never see the other one do that. Is it normal and if so, why doesn't the other one do it too?

Maybe the other rat is more modest & cleans himself when you are not looking. ;)

My dog does the SAME! He does hi washroom thingy at the back of where he lives and cleans himself in front of us! EWWW!! Don't like it at all!
