Most Of Us Would Certainly Agree With You, But Then Again You Are Talking To People Who Are Responsible Pet Guardians Here.
Its Those Irresponsible Ones Who Want The Priveledge Of Having A Pet Without The Responsibility That Goes Hand In Hand Who Create The Problems.

They Wouldnt Fill Out A Form As It Would Mean Admitting They Have A Pet, And Theyu Might Actually Have To Care For Thier Companion. They Want Everything Hassle Free, If They Dont Like The Pet Anymore When They Move, They Just Leave Them.
Thats Wahts Causing The Stray Pet Overpopulation Adults Who Act As Though They Dont Have To Care.
