Well, I sent out dozens of e-mails yesterday are got 2 replies today. I am posting them here for you to read.

Thank you for your email. The City Attorney's Office is not handling this case but your points are well taken. This case is going to be handled by the District Attorney's Office in Chula Vista.
Thank you for your advocacy on behalf of animals who were clearly victimized.

Mrs. Robbins,
Your friends have every right to sue their pitbull neighbors for
damages once the surgeries are complete and the dogs conditions havestabilized.
They should also make sure this terrible incident is on record with county animal control.
If they send us a copy of the report we would be happy to contact animal control on their behalf and check the status of the countys investigation.
Just have them fax us the paperwork at 619-527-8906.
