You can directly upload it to PT, I suppose? That's what I did. But I first had to convert it to a .avi

Anyways. I discovered one on my old computer after some digging. Go to Start >> Accessories >> Entertainment >> Sound Recorder. It's basic. All you need is a microphone. :)
